According to Foreign Policy magazine, the "Powell Doctrine" of overwhelming force has been supplanted by the "Petraeus Doctrine," which recognizes the primacy of the civilian and the protection of non-combatants. Questions for General Petraeus will include:
- What is the ethical basis of the Petraeus Doctrine and how is the Doctrine promoting accountability?
- What are the possibilities and limitations of the Doctrine in the conflicts of the future? Is there a new approach to war that recognizes the primacy of the civilian and the protection of non-combatants?
- Is the Powell Doctrine of overwhelming force still operative? How has it been supplanted or amended in recent conflicts?
